Covanta has partnered with the Green Investment Group and Veolia to develop the Rookery South Energy Recovery Facility at Rookery South Pit , a former brick clay extraction pit, near Stewartby in Bedfordshire (England). The new facility will be a sustainable alternative to landfill, using household, commercial and non-hazardous industrial residual waste, left after recycling and composting efforts, as a fuel to generate clean electricity. The facility, which is now in its construction phase and is expected to commence full commercial operations in 2022, will provide a vital outlet for the sustainable disposal of over 545,000 tonnes of residual waste per year and will generate over 60 megawatts of low carbon energy – enough electricity to meet the needs of over 112,500 homes.

THE OPPORTUNITY

Reporting the Facility Manager, the Operations Manager will take the lead in providing facilities management through coordination and supervision of the day-to-day activities of the Operations Department at the facility. This position is responsible for the overall direction, and evaluation of the operations department, performing the following duties listed below, personally or through supervisors.

ESSENTIAL DUTIES & RESPONSIBILTIES

Supervisory Responsibilities

Managing shift team leaders who supervise a group of employees in the Operations Department. Carrying out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Responsibilities include setting a high standard for safety and health, environmental, and operational performance; interviewing, and training employees; setting work schedules, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

While performing the duties of this job, the employee periodically enters and inspects various plant areas with rotating machinery; is occasionally exposed to moving mechanical parts; high, precarious places; hot, confined spaces; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; extreme heat; risk of electrical shock; and vibration.

YEAR ONE CRITICAL SUCCESS FACTORS

Participate in remaining facility construction, commissioning, and safe start-up activities.

Hire and on-board remaining Facility team members to meet commissioning and start-up schedules and plans.

Coordinate all training activities of new team.

Learn the priorities necessary for delivering on 2020 Goals / Initiatives / Strategy – Determine revisions as required.

Identify gaps/issues between 2020 commissioning and operational start-up plans and actual performance and work with the Project Engineering team to implement corrective action plans.

Integrate into the facility’s Business, Engineering, Projects and Supply Chain Leadership teams and become a leader with key business partners.

Perform an assessment of the Plant Operations and Support Organization Team(s)

Develop a culture of improved accountability.

Position Requirements

PROFESSIONAL EXPERIENCE/ QUALIFICATIONS

Education and Experience:
School Leaving Certificate or equivalent is required.

An engineering or technical degree or equivalent education (ideally Mechanical, Electrical or Chemical majors) is highly desirable.

Exceptional candidates without the above educational requirements, will also be considered.

A general supervisory background that crosses craft boundaries and encompasses maintenance support such as spare parts inventory and control is most preferred or equivalent combination of education and experience

This is a senior level appointment and will require someone who can demonstrate similar experience in plant operations including at least five (5) years of supervisory experience in the power generation, processing plant, specialty chemical or related industry.

General knowledge and/or experience in industrial safety are required, or equivalent combination of education and experience.

Experience in recruiting, developing and training multidisciplinary teams.

Experience managing operational and capital budgets.

Experience writing and coordinating standard operating procedures, emergency procedures and safety procedures.

Experience producing production reports.

Highly proficient in Microsoft Office packages.

Proven track record managing relations with the Environmental Protection Agency and the Health and Safety Authority.

Working knowledge of Lock Out Tag Out systems.

Working knowledge of industry technical standards.
